INTERNATIONAL REGULATION AND THE TRANSFORMATION OF THE STATE: ON “DOING BUSINESS” REPORTS OF THE WORLD BANK (Turkish)

ABSTRACT. This article aims to analyze the meaning and significance of Doing Business reports which have been published since 2004 by the World Bank. These reports provide a significant data set in order to understand the global demands and aims of the international capital, therefore of the imperialist practice. For this purpose, the article firstly discusses the transformation demands coming from different fractions of capital during the internationalization processes both of the capital and of the state, and the place of the World Bank in global regulation. Secondly, the article investigates the reports’ timing of publication, their methodology and the changes they have been going through as a result of criticisms they received. Moreover, to provide a closer view of the concrete substance of the reports, the article focuses on some country-case analyses. Finally, this study emphasizes the functions of these reports in terms of their implications for the transformed but preserved place of the state in global regulation.

ULUSLARARASI DÜZENLEME VE DEVLETİN DÖNÜŞÜMÜ: DÜNYA BANKASI’NIN “İŞ ORTAMI” RAPORLARI ÜZERİNE

ÖZ. Bu çalışma Dünya Bankası tarafından 2004 yılından bu yana yıllık olarak yayınlanan, uluslararası sermayenin ve dolayısıyla emperyalist faaliyetin küresel çapta talep ve hedeflerini irdelemek için dikkate değer bir veri seti sağlayan İş Ortamı (Doing Business) raporlarının anlam ve önemini sorgulamaktadır. Bu maksatla çalışma ilk olarak sermayenin ve devletin uluslararasılaşması sürecinde sermaye fraksiyonlarının dönüşüm taleplerini ve Dünya Bankası’nın küresel düzenlemedeki yerini tartışmaya açacaktır. Ardından Banka’nın temel önemdeki raporlarından biri olarak İş Ortamı raporlarının çıktığı tarihin anlamı, raporun metodolojisi ve eleştiriler sonucunda geçirdiği dönüşüm üzerine çıkarımlarda bulunacaktır. Rapora dair somut inceleme esnasında ülke örneklerine kısaca değinilecektir. Çalışma, raporun işlevleri ile küresel düzenlemede devletin dönüşen ancak korunan konumu arasındaki ilişkinin vurgulandığı sonuç bölümü ile tamamlanacaktır.
